Stiffing the World's Poor

A new report by the General Accounting Office reveals the Bush administration has obligated (i.e. committed to spend) just 2 percent of congressionally approved funds for the Millennium Challenge Account, the initiative to reduce poverty in the developing world. Congress has obligated $2.5 billion through two years, but just $55 million has been spent.
